De verzameling van Europese wetten en regels telt intussen ongeveer 100.000 bladzijden. De spanwijdte van de Europese Unie omvat haast alle beleidsterreinen. Europa neemt beslissingen over de werking van de interne markt en handelspolitiek, over landbouw en milieubeleid, over sociale wetgeving en over buitenlandse politiek. De Unie stippelt telkens de krijtlijnen uit waaraan de lidstaten zich moeten houden en vele Europese beslissingen hebben intussen een directe invloed op ons leven.In dit boek, samengesteld door Hendrik Vos, brengen de auteurs de belangrijkste Europese beleidsterreinen in kaart. Domein per domein geven ze op een heldere manier aan welke beslissingen er door Europa genomen worden. Met concrete voorbeelden tonen ze aan hoe groot de impact van de Unie is geworden. Telkens gaat er aandacht naar de historische evolutie en de manier waarop Europa's greep doorheen de jaren strakker werd. Voor elk domein wordt ook nagegaan waar zich de politieke strijdpunten en spanningen bevinden. Handhaving geldt als het sluitstuk van een goed beleid. De geloofwaardigheid van het milieubeleid, alsook het bekomen van effectieve milieuresultaten, hangt immers af van de mate waarin en de manier waarop de milieuwetgeving wordt gehandhaafd. Een goede handhaving zorgt er ook voor dat alle economische actoren met gelijke wapens strijden. Het Milieuhandhavingsdecreet (Titel XVI Decreet Algemene Bepalingen Milieubeleid of DABM) zou daartoe moeten bijdragen. Het schoeit het milieuhandhavingsbeleid in het Vlaams Gewest op een nieuwe leest. Het bevat drie belangrijke innovaties en doelstellingen: het harmoniseren van het toezicht, de sancties en de veiligheidsmaatregelen voor het Vlaamse milieurecht, het realiseren van een gecoördineerd milieuhandhavingsbeleid door de oprichting van deVlaamse Hoge Raad voor Milieuhandhaving en een uniforme bestuurlijke handhaving door het opleggen van bestuurlijke maatregelen en bestuurlijke geldboetes. Het nieuwe Milieuhandhavingsdecreet luidt een accentverschuiving in van de milieuhandhaving hoofdzakelijk via het strafrecht, in de richting van een meer bestuursrechtelijk georiënteerde milieuhandhaving. Bovendien wordt een eigen Vlaams administratief rechtscollege ingeschakeld in het milieuhandhavingsrecht. Het decreet is in zijn oorspronkelijke versie in werking getreden op 1 mei 2009 en in zijn naar het milieurecht uitgebreide versie op 25 juni 2009. Het decreet wordt ondertussen volop in de praktijk gebracht. Dit blijkt niet altijd probleemloos te verlopen. Na een jaar praktijkervaring is het dan ook zinvol om de toepassing van de nieuwe handhavingsregeling onder de loep te nemen.
